3. O RGANIZATIONAL STRUCTURE VCOM’s President retains final operational and budgetary oversight on all campuses. The Provost is the Chief Academic Officer for all campuses; however, each campus has administrative and supervisory authority at the campus and division levels, including a Campus Dean who oversees the academic programs on that campus and VCOM officers who have supervisory authority in their divisions. VCOM’s Organizational Chart details the organizational structure on all campuses. O RGANIZATIONAL P OLICIES AND P ROCEDURES VCOM’s Department of Administration has oversight for all policies and procedures developed by VCOM Departments. Governance policies are approved at the Board level. Policies pertaining to operations of the college are approved at the level of the President. 4.1. Academic Policies and Procedures Academic policies and procedures are documented in the College Catalog and Student Handbook and/or as stand alone policies. All policies are documented on VCOM’s website. All academic policies and procedures are developed and implemented for all campuses. 4.2. Facility Policies and Procedures Facility policies and procedures, including all safety related policies, are documented in the College Catalog and Student Handbook, Faculty Handbook, Administrative Faculty and Classified Staff Handbook and/or as stand-alone policies. All policies are documented on VCOM’s website. Facilities policies and procedures, with few exceptions, are developed and implemented for all campuses. Differences are due to either state law requirements or the difference in the facility structure and location. All differences are noted by campus. 4.3. Finance Policies and Procedures Finance policies and procedures are documented in the College Catalog and Student Handbook, Faculty Handbook, Administrative Faculty, Classified Staff Handbook, and/or as stand-alone policies. All policies are documented on VCOM’s website. Finance policies and procedures, with few exceptions, are developed and implemented for all campuses. Differences are due to either state law requirements or the difference in the facility structure and location. All differences are noted by campus. 4.4. Human Resource Policies and Procedures Human Resource policies and procedures are documented in the Faculty Handbook, the Staff Handbook, and/or as stand-alone policies. All policies are documented on VCOM’s website. Human Resource policies and procedures, with few exceptions, are developed and implemented for all campuses. Differences are typically due to state law requirements and must be documented as such and are noted by campus. 4.5. Student Related Policies and Procedures Student related policies and procedures are documented in the College Catalog and Student Handbook and/or as stand-alone policies. All policies are documented on VCOM’s website. D URATION OF P OLICY The Chapters, Affiliates and Branch Campus Governance Policy was established by Administration, approved by the Board of Directors, and is effective as of the date above and shall remain effective until amended or terminated by the Board of Directors. 4. 5.
