E. The HCCIS is appointed annually by the Chair and includes the Chair or the Vice Chair, the Recorder and two other members serving on the HCC. Intervention committee complaints may be made anonymously or may be signed. F. The subcommittee minutes and records of interventions are kept by the recorder; however, if no additional matters of unprofessional or behavioral matters are reported, all documentation will be destroyed after four years. HCCIS hearings do not become a part of the Medical Student Performance Evaluation. G. Records of the intervention or counseling shall also be recorded and kept in a confidential file by the HCSCI. The record may be used in case of repeated behaviors to determine if a full HCC is warranted and to demonstrate the HCCIS has counseled the student on the behaviors that are being viewed as unprofessional prior to elevating to a HCC. 4. THE HONOR CODE COUNCIL ( HCC ) The HCC at VCOM is a standing student committee charged with three (3) fundamental responsibilities: A. Education. The Honor Code Council will continually serve the College through education: i. by review and education for faculty and administration on issues that impact the VCOM Honor Code, ii. by providing incoming students with an orientation to the VCOM Honor Code. iii. by promoting knowledge about the VCOM Honor Code and the HCC. B. Preservation . The HCC will continually serve the College by preserving the VCOM Honor Code. The HCC may propose recommendations on amendments or changes to the VCOM Honor Code to the President as is necessary to maintain the spirit of trust, honesty, and professionalism embodied by the VCOM Honor Code. Amendments or changes shall be made only with the approval of the President, Campus Deans, and the Associate Deans for Student Affairs of the College. C. Interpretation . The HCC exemplifies a lifelong commitment to professionalism and peer review in order to maintain the highest level of community trust. The HCC will impartially investigate suspected violations of the VCOM Honor Code and present their findings to the Campus Dean. The HCC will ensure consistency in procedures and protect the rights of all involved parties. 4.1 The Honor Code Council (HCC) Membership The HCC chapters are present on all VCOM campuses. Each HCC chapter is comprised of 13 members, with 4 members from each of the following classes: OMS I, OMS II, and OMS III, and one member from the OMS IV class. A. Appointment. At the beginning of each school year, the Campus Dean and the Associate Dean for Student Affairs shall choose the members of the HCC. The Campus Dean and Associate Dean for Student Affairs shall appoint one member as Chair from the OMS II class, one member as Vice Chair from the OMS II class, and a Recorder from the OMS I class. All members of the HCC shall be trained in the procedures of the HCC to include a thorough understanding of the VCOM Honor Code and an acknowledgement and signature of agreement to confidentiality.
