2. Payment stop on an otherwise consistently up-to-date account; 3. Mail sent to the student is repeatedly returned as undeliverable; 4. Notice to VCOM that that a student is not receiving mail sent by VCOM; 5. Notice to VCOM that an account has unauthorized activity; 6. Breach in VCOM’s computer system security; and 7. Unauthorized access to or use of student account information.

3.4 Alerts from Others Red Flags

1. Notice to the College from a student, Identity Theft victim, law enforcement or other person that VCOM has opened or is maintaining a fraudulent account for a person engaged in Identity Theft. 2. Notification from a credit bureau of fraudulent activity.

D ETECTING R ED F LAGS

4.1 Student Enrollment In order to detect any of the Red Flags identified above associated with the enrollment of a student, College personnel will take the following steps to obtain and verify the identity of the person opening the account:

1. Require certain identifying information such as name, date of birth, academic records, home address or other identification; and 2. Virginia Campus: Verify the student’s identity when the student obtains a Passport card from Virginia Tech’s Hokie Passport Office during the matriculation process. When issuing this card, which functions as VCOM’s official identification card and key access to VCOM’s buildings, each student presents his/her driver’s license to staff in the Hokie Passport Office. Staff compares name and birth date on the driver’s license to information provided by VCOM and obtained from the student. If the name and birth date do not match, VCOM’s Virginia Campus Registrar will attempt to resolve the discrepancy by viewing official forms of identification provided by the student. Carolinas Campus: Verify the student’s identity when the student obtains a Passport card from the Carolinas Campus’ Information Technology (IT) Office during the matriculation process. When issuing this card, which functions as VCOM’s official identification card and key access to VCOM’s buildings, each student presents his/her driver’s license to the IT staff. Staff compares name and birth date on the driver’s license to information provided by VCOM’s Admission’s Office and obtained by the student. If the name and birth date do not match, VCOM’s Carolinas Campus Registrar will attempt to resolve the discrepancy by viewing official forms of identification provided by the student.
