P URPOSE The purpose of this policy is to ensure a safe, healthy, and productive learning and working environment free from the influences of drugs and alcohol and to ensure the safety and welfare of students, faculty, staff, and patients cared for by VCOM representatives. This policy, while in place to ensure safety, does not preclude criminal action by means of other On November 18, 1988, Congress enacted the Drug-Free Workplace Act (Public Law 100 590, Sec. 5151 et. seq.) requiring Federal agency contractors and grantees to certify that they will provide a drug-free workplace as a pre-condition of receiving a contract or a grant from a Federal agency after March 18, 1989. In addition, the Drug-Free Schools and Communities Act (DFSCA) of 1989 (Public Law 101-226) required institutions of higher education receiving federal funds or financial assistance to develop and implement a program to institutional policies and/or state and federal law. 2.
