In accordance with institutional accreditation requirements, a teach-out plan will be submitted to the Commission on Osteopathic College Accreditation (COCA) and state licensure bodies prior to its implementation. 8. POLICIES ENSURING CONTINUITY OF OPERATIONS & EMERGENCY / CRISIS RESPONSE The following VCOM policies and procedures are also intended to help mitigate the impact of emergency events on College operations: • Assuring the Clinical Education Curriculum Policy: outlines the methodologies by which students can complete the clinical education curriculum due to clinical education core site closures or critical events. • Records Retention Policy: provides guidance for ensuring the integrity, confidentiality, and security of all documents and records created, received or maintained in the course of university academic activity. • Tuition and Fees Refund Policy: provides guidance for ensuring that financial refunds are processed timely and consistently and in accordance with VCOM policy, and applicable federal, state and accreditation requirements. In the event that a catastrophic event occurs, the College maintains the authority to enact additional financial refunds to students that are deemed appropriate during such circumstances. • Emergency Action Plan (EAP): provides detailed emergency instructions for VCOM faculty, staff, students, and visitors to ensure safety and protection of property during fire, severe weather, loss of utilities, and other emergencies. 9. RECONSTITUTION AND RECOVERY Reconstitution includes the process of returning essential services from the response and continuity environment back to the normal working environment. The reconstitution process begins as soon as the Catastrophic Events and Continuity of Operations Policy is executed and all essential services have been restored. Implementation actions associated with reconstitution include: • Instructing personnel on how to demobilize resources and resume normal operations; • Supervising an orderly return to the normal operating facility, a move to another temporary facility, or a move to a new permanent operating facility; • Verifying that all systems, communications, and other required capabilities are available to allow operations of essential services at the new or restored facility; • Conducting an after-action review of the effectiveness of this plan, identifying areas of improvement, documenting identified areas of improvement in a corrective action plan, and developing a remedial action plan as soon as possible after reconstitution.
